Welcome to the MOD-Sales Tender page, where selected assets are offered through our formal tender processes. Tenders provide a fair, transparent, and competitive method for purchasing specialist assets.
All tender opportunities published here include full asset descriptions, submission requirements, and closing dates. Interested parties are invited to submit compliant bids in accordance with the Tender Terms & Conditions.
What is a Tender?
A tender is a structured process through which individuals or organisations submit formal offers to purchase goods or services. Tenders ensure that all bidders compete on equal terms, with clear rules and fair evaluation criteria.
Sealed Bid Tender
A sealed bid tender is a tendering method where each bidder submits a confidential offer.
Key characteristics:
Bids cannot be viewed or influenced by competitors.
The highest compliant bid, or the most advantageous offer (as stated), is selected.
This method ensures fair competition and impartiality.
Standard Sealed Bid Tender
1. Eligibility
All bidders must be legally capable of entering into a binding purchase contract. Witham Specialist Vehicles Ltd reserves the right to refuse or disqualify any bidder who does not meet the compliance requirements.
All bidders must read and agree to the Tender Terms and Conditions
2. Bid Submission
- Bids must be submitted in the required format (physical or secure electronic).
- Each bid must include the tender reference number, bidder name, contact details, and total offer amount.
- Late bids will not be accepted.
- Bids must remain valid for the period stated in the tender terms and conditions.
3. Bid Opening
- Bids are opened only after the published closing date and time.
- Once submitted, bids cannot be withdrawn or amended.
4. Evaluation of Bids
- All compliant bids will be assessed fairly and transparently.
- Unless otherwise stated, the highest compliant bid will be considered for award.
- WSV retains the right to reject any bid or all bids without obligation to provide justification.
5. Award of Tender
- Successful bidders will be notified by email and by phone.
6. Payment Terms
- Full payment must be received within the timeframe specified in the tender terms and conditions
- Accepted payment methods will be listed in the tender terms and conditions
7. Asset Condition & Inspection
- All assets are sold as seen unless expressly stated otherwise.
- Viewing is strictly by appointment only to approved tenderers Bidders are responsible for inspecting items prior to submitting a bid.
- No warranties are provided.
8. Collection of Assets
- Successful bidders must arrange collection within the specified period.
9. Confidentiality
Bid amounts and bidder information remain confidential. Attempts to obtain details of competing bids may result in disqualification.
10. General Conditions
- WSV reserves the right to amend, postpone, or withdraw a tender at any time.
- Participation in the tender constitutes acceptance of all Terms & Conditions.
Pre-Qualification Questionnaire (PQQ)
For certain tender opportunities, completion of a Pre-Qualification Questionnaire (PQQ) is mandatory.
Why a PQQ is required
Assets offered for tender are often located on secure sites, subject to government controls, or involve strict contractual and operational requirements. The PQQ process allows us to:
- Establish that potential bidders are legally and financially capable of completing the purchase
- Confirm bidders understand and can comply with the Tender Terms & Conditions
- Ensure bidders can meet payment, collection, security and access requirements
- Manage access to restricted locations
Viewing and Tendering
Where a PQQ is required:
- Only approved applicants will be invited to view the asset
- Only approved applicants will be permitted to submit a tender
- Submission of a PQQ does not guarantee acceptance or invitation to tender
All interested parties wishing to view and/or bid on an asset offered by tender must complete the PQQ in full. A member of the MOD-Sales team will review the submission and contact applicants regarding next steps.
